The city is Port Elizabeth. Nelson Mandela Bay is the name of the Metropolitan Municipality that governs the area that includes the cities of Port Elizabeth, Uitenhage and Despatch. Ibayi is the Xhosa name for PE.
The city is currently still called Port Elizabeth (PE by the locals). It is part of the Bay, which covers several cities and agricultural areas. I believe iBhayi is slightly north of PE, though it’s been a few years since I’ve been there, and I could be wrong.
Actually Port Elizabeth it is still the name, Ebayi is in Xhosa. so PE still the name. and Nelson mandela is the lastest name but PE is still called PE. hope it makes sence.

The city is called Port Elizabeth, but the bigger area which includes more than Port Elizabeth, also some townships and smaller towns is called the Nelson Mandela Bay Municipality.
